As Chairman of the Administrative, Gaming and Government Affairs Department of Gordon Silver, Jeffrey A. Silver has been involved in every aspect of gaming, licensing and regulatory law. He served as a former Clark County Chief Deputy District Attorney in the White Collar Crimes Division and was the resident member in charge of Las Vegas office for the Nevada State Gaming Control Board during the State's tumultuous period of developing regulatory oversight. He also held positions at various resort hotels, such as COO and General Counsel for the Landmark Hotel & Casino, President of the Riviera Hotel & Casino and Sr. Vice President of Marketing for Caesars Palace.

Mr. Silver is regularly listed as one of Nevada's pre-eminent gaming law practitioners by "Chambers USA", "America's Leading Lawyers for Business", "Mountain States Super Lawyers", and Woodward & White's "Best Lawyers in America" where he has also been recognized for his work in Administrative Law and Zoning Law. Mr. Silver holds the highest "A-V" classification issued by Martindale-Hubbell, an independent attorney rating service.

Mr. Silver is an active member in several professional organizations including his former leadership roles as Trustee and President of the International Association of Gaming Advisors (“IAGA”), where he currently serves as a “Counselor.” He is Past-Chairman and Vice-Chairman of the American Bar Association’s Gaming Law Committee. He has published articles in journals sponsored by many of these organizations. Mr. Silver has spoken at numerous IAGA, ABA, State Bar Associations, Nevada Society of Certified Public Accountants conferences and has testified before the Nevada Legislature and U. S. Congressional sub-committees on gaming law matters.

A long time Nevadan, Mr. Silver is regularly involved in community and civic affairs. He previously served as Trustee and then Chairman of the Greater Las Vegas Chamber of Commerce, Director and Secretary-Treasurer of the Las Vegas Convention and Visitors Authority, the United States Travel and Tourism Advisory Board, Boulder Dam Area Counsel of Boy Scouts, William McCool Science Center Foundation and the National Conference of Christians and Jews. Current activities include service on the Chamber’s Insurance and Benefit’s LLC Board and a Board Member for the non-profit Museum of Organized Crime and Law Enforcement, now under development in Downtown Las Vegas.

Mr. Silver is a member of the Nevada and California (inactive) Bars having received his Juris Doctorate from the University of San Diego and a Bachelor of Science in Business Administration from Northwestern University. Mr. Silver has also qualified as a Certified Public Accountant in Nevada and California (both now inactive). He is authorized to practice law before all Nevada courts, the U.S. Tax Court, the U.S. District Court for Nevada and the United States Supreme Court.
