In a State whose primary industry is gaming, an Administrative, Gaming and Government Affairs Department is a crucial component of any full-service Nevada law firm. Gaming law is a specialized practice, if only because the application process is so complex that pre-screening and careful preparation are essential. The decisions of the Nevada Gaming Commission are subject to limited appeal and are not published. After licensing, Nevada gaming licensees must follow extensive regulations and provide detailed information on their activities.
As the gaming industry evolves, so has the expertise of the Department. The Firm is now advising several Native American gaming operators seeking business opportunities in Nevada as well as developers of new gaming technologies.
Advocacy before public boards and commissions and familiarity with the processes and procedures of the various public agencies is also a must. The Firm's Administrative, Gaming and Government Affairs Department representatives make regular appearances before State, County and Municipal authorities on both routine and complex matters, including gaming and liquor licensing, transportation, taxation, contractor issues, professional licenses, and land use planning and zoning.
The Administrative, Gaming and Government Affairs Department is chaired by Jeffrey Silver, a former Nevada Gaming Control Board Member who also held posts as the chief executive of two Las Vegas gaming resort properties. Mr. Silver has been the Chairman of the American Bar Association's Gaming Law Committee and also served a two-year term as President of the International Association of Gaming Advisors ("IAGA"). He is thoroughly involved in community affairs, having held positions as Board Chairman of the Greater Las Vegas Chamber of Commerce and Secretary-Treasurer of the Las Vegas Convention and Visitors Authority. Mr. Silver is regularly listed among the recognized attorneys in gaming law, administrative law and zoning law by several prominent legal rating services.
Some of the Firm's gaming and administrative clients include Goldman Sachs, Chase/J.P. Morgan, Credit Suisse, Riviera Hotel, American Wagering, Casino Technology, Inc., Ellis Gaming & Entertainment, Gaming Laboratories International, Gaming Partners International, Tuscany Hotel & Casino, Western Money Systems, Highgate Holdings, Inc., United Coin Machine Company, Bell-Trans Transportation, Inc., Ryan's Express Transportation, Inc., Heli-USA, Inc., Applebee's Restaurants, California Pizza Kitchen, Nobu Restaurant and Dubai World.
